Marijuana Legalization & Regulation

Despite cannabis' classification by the federal government as a Schedule 1 illegal substance, the National Institute on Drug Abuse's annual survey for 2014 found that 34 percent of 10th graders had used cannabis, making the substance more prevalent among this age group than tobacco (23 percent). Nearly half (44%) of the surveyed 12th graders had used cannabis.

Nearly half (44%) of the surveyed 12th graders had used cannabis.


The resulting Blue Ribbon Commission, chaired by Lt. Governor Newsom and formed in partnership with the ACLU of Northern California, brought together panel of leading legal, academic, law enforcement and policy experts.


The Commission released an extensive report detailing the complexities of marijuana legalization in California, including fifty-eight recommendations for policy makers and the public to consider and help the state prepare for the possibility of recreational legalization for adult use.


This 'Pathways Report' was clear that protecting youth and promoting public health and safety must be paramount, and guide all other decisions surrounding legalization.


The Pathways Report was subsequently adopted and translated into Proposition 64 and around which, Lt. Governor Newsom built and led the California coalition to decriminalize cannabis, taking a bold step forward towards ending the failed war on drugs.
