July 2024 Round-Up
As we celebrate Independence Day in July, we’re reminded of the values that define California—liberty, equality, and the unwavering belief in democracy. This July, we reflect on the importance of these principles and how they continue to shape our great state. Our commitment to these ideals is more vital than ever as we stand united in our mission to protect and uplift every community across California.
July was also Disability Pride Month, a time to honor the resilience, strength, and contributions of people with disabilities. We take pride in ensuring that all Californians, regardless of ability, have access to opportunities and resources that empower them to thrive. This commitment to inclusivity is a cornerstone of our shared values and ongoing work to build a more equitable society.
As we navigate wildfire season and prepare for the back-to-school rush, our focus remains steadfast on leading in climate action and economic growth. California continues to set the standard for clean energy innovation and economic progress, demonstrating that we can achieve environmental sustainability while fostering a robust, inclusive economy. Together, we move forward with determination and hope, ready to face the challenges and opportunities that lie ahead.
Eleni Kounalakis
Lieutenant Governor of California
Disability Pride Month
As we celebrate Disability Pride Month and the 34th anniversary of the Americans with Disabilities Act (ADA), we reflect on California’s pivotal role in the disability rights movement. Berkeley, California, spearheaded this fight with figures like Ed Roberts, who created the framework that ultimately resulted in the ADA. Roberts and the “Rolling Quads,” a group of Berkeley students with disabilities, were instrumental in establishing the Physically Disabled Students Program, which laid the groundwork for modern disability rights advocacy. Despite these advancements, challenges remain, with many individuals facing workplace discrimination and barriers to accessing public benefits. California honors this legacy by striving for a more inclusive and equitable future for all.

California Continues to Lead the Hydrogen Revolution
California is at the forefront of the hydrogen revolution, pushing the nation and the world toward a clean energy future. The recent $12.6 billion agreement between the U.S. Department of Energy and ARCHES to build a renewable Hydrogen Hub in California marks a significant milestone. By accelerating renewable hydrogen projects in California, the Hydrogen Hub aims to decarbonize public transportation, heavy-duty trucking, and port operations, reducing emissions by 2 million metric tons annually and removing 445,000 gasoline-powered cars from the roads. In addition to the environmental benefits, this initiative is set to create 220,000 new jobs and generate $2.95 billion per year in economic value from improved health outcomes and savings. At least 40% of these benefits will directly support disadvantaged communities through targeted investments and workforce training. California’s leadership in hydrogen technology, including innovations like the world’s first hydrogen-powered ferry and a successful hydrogen-electric flight, underscores our commitment to leading the world toward a sustainable and equitable future.
Legislative Updates
On July 15th, Governor Gavin Newsom signed two new laws, supported by Lt. Governor Kounalakis, to crack down on sexual harassment at California Universities.
AB 1790 (Connolly)
Enhances protections against sexual harassment at California State University (CSU) campuses. Part of the “A Call to Action” legislative package, AB 1790 mandates that the CSU system strengthen harassment protections and update its policies on handling sexual harassment complaints.
AB 2608 (Gabriel)
Requires colleges and universities to expand current sexual assault prevention training and increase students’ access to confidential support and resources by September 1, 2026.
Governor Newsom also signed AB 1955 (Ward), supported by Lt. Governor Kounalakis, prohibiting school districts from requiring staff to disclose to parents information related to a student’s sexual orientation or gender identity.

Black Women’s Equal Pay Day
Black women in the United States make just 69 cents for every dollar earned by white men. This is unacceptable. Through the California Equal Pay Pledge, California continues its commitment to ending gender- and race-based pay gaps and to equal pay and opportunity for all. Under the leadership of Governor Newsom and First Partner Jennifer Siebel Newsom, California has taken significant steps to close the wage gap, including establishing a Chief Equity Officer and releasing the Equal Pay Playbook to guide employers in implementing equitable pay practices.
